UT6 — COLREGs (RIPA)

Exam questions: COLREGs (RIPA)

34 questions with the answer, the explanation and the official rule behind it. Part of the PER and PNB syllabus.

COLREGs (RIPA) is an eliminating block: you must get at least 5 questions right in this block to pass, even if your overall score would be enough.

  1. 1

    Why?

Rule 13 defines an overtaking vessel as one approaching from more than 22.5° abaft the other's beam — at night it would see only the sternlight. The overtaking vessel must always keep clear, whatever the type of vessel overtaken, until finally past and clear.

  2. 2

    • Ambos mantienen rumbo y velocidad y reducen máquina

    Why?

Rule 14 states that in a head-on situation both vessels alter course to starboard, passing port-to-port ('red to red'). If in doubt whether such a situation exists, assume it does and act accordingly.

  3. 3

    Why?

Under Rule 15, in a crossing situation the vessel which has the other on her own starboard side gives way: she keeps clear and, where possible, avoids crossing ahead. The other is the stand-on vessel (Rule 17), which must keep her course and speed.

    Source RIPA, Regla 15 (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  4. 4

    • Ambos caen a estribor

    Why?

Rule 18 sets the hierarchy between categories: a power-driven vessel keeps out of the way of a sailing vessel, which stands on. One nuance: if the sailing vessel is overtaking the power-driven one, Rule 13 (overtaking) prevails and the sailing vessel must keep clear.

    Source RIPA, Regla 18 y Regla 13 (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  5. 5

    Why?

Rule 18's order of priority, highest to lowest, is: not under command → restricted in ability to manoeuvre → engaged in fishing → sailing → power-driven. A not-under-command vessel heads the list and a power-driven vessel gives way to all the others. Two qualifications are worth remembering. A vessel constrained by her draught (Rule 18(d)) sits outside that ladder: she does not hold the priority of the categories above, but others must avoid impeding her. And the whole ladder yields to Rules 9, 10 and 13: in a narrow channel, in a traffic separation scheme or in an overtaking situation those rules govern, not the category hierarchy.

  6. 6

    • Caigo a babor Correct answer
    • Caigo a estribor
    • Estoy dando atrás
    • Estoy sin gobierno

    Why?

Rule 34(a): one short blast = 'I am altering course to starboard'; two short blasts = 'I am altering course to port'; three short blasts = 'I am operating astern propulsion'. These are manoeuvring signals between power-driven vessels in sight of one another.

    Source RIPA, Regla 34 a) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  7. 7

    • Tres pitadas cortas

    Why?

Rule 34(d) sets the 'doubt signal': at least five short and rapid blasts when a vessel fails to understand the other's intentions or doubts whether she is taking sufficient action to avoid collision. It may be supplemented by an equivalent light signal.

    Source RIPA, Regla 34 d) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  8. 8

    Why?

Rule 35(a): a power-driven vessel making way emits one prolonged blast at intervals of no more than two minutes. If underway but stopped and making no way (Rule 35(b)), it emits two prolonged blasts about two seconds apart.

    Source RIPA, Regla 35 a) y b) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  9. 9
    Black cone, apex downward

    Why?

When a sailing vessel uses her engine (alone or together with sails), under the COLREGs she is a power-driven vessel and loses a sailing vessel's privileges. By day she must show a conical shape, apex down, forward; by night, the lights of a power-driven vessel.

  10. 10
    Starboard sidelight — green

    • Verde Correct answer
    • Roja
    • Blanca
    • Amarilla

    Why?

Sidelights are green to starboard and red to port. Each covers a 112.5° arc, from right ahead to 22.5° abaft the beam on its side. At night they reveal the other vessel's aspect and approximate heading.

    Source RIPA, Regla 21 b) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  11. 11
    Masthead light — white, forward

    • 225° Correct answer
    • 112,5°
    • 135°
    • 360°

    Why?

The masthead light is white, on the centreline and higher than the sidelights, and covers 225°: from right ahead to 22.5° abaft the beam on each side. That sector matches exactly the arc the two sidelights cover together, 112.5° each. What completes the horizon is the masthead light plus the sternlight: 225° + 135° = 360°. That is why, at night, at least one white light of a power-driven vessel is always in sight, from whatever direction you look at her.

    Source RIPA, Regla 21 a) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  12. 12
    Sternlight — white, aft

    • 135° Correct answer
    • 225°
    • 112,5°
    • 360°

    Why?

The sternlight (white, aft) covers 135°: 67.5° to each side of right astern. It is the only light a vessel overtaking you from more than 22.5° abaft the beam would see at night (Rule 13).

    Source RIPA, Regla 21 (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  13. 13

    Why?

Rule 23(d)(i) lets power-driven vessels less than 12 m in length show one all-round white light, in lieu of the masthead and stern lights, plus sidelights. Rule 23(d)(ii) goes further for the smallest: vessels under 7 m whose maximum speed does not exceed 7 knots may show just the all-round white light and, if practicable, sidelights as well. Mind the paragraph letter: in the rule as it now stands, Rule 23(c) covers wing-in-ground craft; many older textbooks still cite '23(c)' for small vessels because that is where it sat before the air-cushion and WIG paragraphs were inserted.

  14. 14

    Why?

Rule 27(a): a not-under-command vessel shows two all-round red lights in a vertical line. If making way, it adds sidelights and a sternlight. Not to be confused with a vessel restricted in her ability to manoeuvre (red-white-red).

  15. 15
Two black balls in a vertical line

    • Fondeado
    • Dedicado a la pesca
    • Con capacidad de maniobra restringida

    Why?

Two black balls in a vertical line are the day signal for a not-under-command vessel (Rule 27(a)). A vessel at anchor shows a single ball forward (Rule 30); a vessel restricted in her ability to manoeuvre shows ball-diamond-ball.

    Source RIPA, Regla 27 a) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  16. 16
    Anchor

    Why?

Rule 30: a vessel at anchor shows by day one black ball forward, where best seen. By night, an all-round white light (vessels of 50 m or more add a second, lower one aft). Vessels under 7 m are exempt unless anchored in or near a narrow channel or where others navigate.

    Source RIPA, Regla 30 (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  17. 17

    Why?

Rule 30: a vessel of less than 50 m at anchor may show a single all-round white light where it can best be seen, instead of the two shown by vessels of 50 m or more (one in the fore part and a lower one at or near the stern). She shows no sidelights and no sternlight, because a vessel at anchor is not 'underway' under the COLREGs. By day, the equivalent signal is a black ball in the fore part.

  18. 18

    Why?

Rule 26(b): a trawler shows an all-round green light over an all-round white light. Other fishing vessels (not trawling) show red over white. When making way, both add sidelights and a sternlight.

    Source RIPA, Regla 26 b) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  19. 19
Two black cones with apexes together, vertical

    Why?

Rule 26: every vessel engaged in fishing, whether trawling or not, shows by day two black cones with their apexes together in a vertical line; vessels less than 20 m in length may show a basket instead. The gear signal is a different thing and does not apply to all of them: a vessel engaged in fishing other than trawling, with outlying gear extending more than 150 m horizontally, shows in the direction of the gear an all-round white light or a cone apex upwards (Rule 26(c)(iii)). A trawler does not carry that signal, because her gear is towed astern rather than laid out at a distance.

  20. 20

    Why?

Rule 25: a sailing vessel underway carries sidelights and a sternlight. Those under 20 m may combine them in a tricolour lantern at the masthead. Optionally, two all-round lights (red over green) at the masthead, which are not used together with the tricolour lantern.

  21. 21
Ball, diamond and ball in a vertical line

    • Roja, blanca, roja Correct answer
    • Roja, roja, roja
    • Verde, blanca, verde
    • Blanca, roja, blanca

    Why?

Rule 27(b): a vessel restricted in her ability to manoeuvre shows three all-round lights in a vertical line: red, white, red. Her day signal is ball-diamond-ball. She ranks above power-driven and sailing vessels, but below a not-under-command vessel.

  22. 22

    Why?

Rule 12(a)(ii): when two sailing vessels have the wind on the same side, the windward vessel keeps clear of the leeward one. Mnemonic (Spanish): the 'B' gives way — Babor (port) or Barlovento (windward).

    Source RIPA, Regla 12 a) ii) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  23. 23

    • Ninguno; ambos caen a estribor

    Why?

Rule 12(a)(i): when each sailing vessel has the wind on a different side, the one with the wind on the port side keeps out of the way of the one with the wind on the starboard side.

  24. 24

    Why?

Rule 12(b): the windward side is the side opposite to that on which the mainsail is carried (for square-rigged vessels, opposite to the largest fore-and-aft sail). Identifying windward shows which vessel must give way.

    Source RIPA, Regla 12 b) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  25. 25

    Why?

Rule 9(a): in a narrow channel you keep as near as is safe to the outer limit on your starboard side. This lets two vessels meeting head-on each pass on their own right.

    Source RIPA, Regla 9 a) (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  26. 26

    Why?

Rule 9 splits this duty between two paragraphs that do not say the same thing. Under (b), vessels less than 20 m in length and sailing vessels shall not impede the passage of a vessel which can safely navigate only within the narrow channel or fairway. Under (c), vessels engaged in fishing shall not impede the passage of any other vessel navigating within the channel, not just that one — their duty is wider. And under (d), no vessel shall cross a narrow channel if such crossing impedes the passage of a vessel which can safely navigate only within it. All three categories in the question are therefore bound, though each by its own route.

  27. 27

    Why?

Rule 6: safe speed is not a figure but the result of weighing the circumstances. Among the factors the Rule lists for all vessels are visibility, traffic density (including concentrations of fishing vessels or pleasure craft), the vessel's manoeuvrability — her stopping distance and turning ability — the presence of background light at night, the state of wind, sea and current, the proximity of navigational hazards, and draught in relation to the available depth. Where radar is used, its own limitations are added. The number of people on board, installed engine power or length alone are not among these criteria.

  28. 28

    Why?

Rule 5: every vessel shall at all times maintain a proper lookout by sight and hearing, and by all available means appropriate (radar, AIS, etc.), to make a full appraisal of the situation and the risk of collision.

  29. 29

    Why?

Rule 7: if the compass bearing of an approaching vessel does not appreciably change, risk of collision exists. Risk may exist even with an appreciable bearing change when approaching a very large vessel, a tow, or at close range. If in doubt, assume risk exists.

    Source RIPA, Regla 7 (COLREG 1972; BOE-A-1977-15605, texto consolidado) · Temario: RD 875/2014, anexo II, UT6 «RIPA (Reglamento de abordajes)» (BOE-A-2014-10344)

  30. 30
